世界優質城市評比公佈　人間天堂在維也納

根據一份城市生活品質年度評比(Mercer's 2009 Quality of Living survey highlights – Global)，奧地利維也納是世界生活品質最佳的城市。管理顧問公司Mercer表示，該份囊括215個城市的生活品質調查中是以point-scoring index為計算方式，最高分的就是Vienna 共得108.6分，而伊拉克首都 Baghdad則僅得14.4分排在最後。這個城市的生活品質評比是以美國的New York為比較對象。

（The rankings are based on point-scoring index. All of the cities are ranked against New York as the base city with the point of 100 as an index score. Mercer also used 39 factors grouped into 10 categories to compute the scores of the cities. The 10 categories are made up of economic, politics, social environment, socio-cultural, health and sanitation, school and education, housing, natural environment, recreation and consumer goods.）

瑞士城市蘇黎世今年被擠到第二名。第三名是瑞士日內瓦；加拿大溫哥華和紐西蘭奧克蘭則並列第四。在排名前十的都市中有三個德國城市，分別是Dusseldorf、Munich和Frankfurt。

亞洲的前五名生活品質最佳排行榜都是大洋洲的城市，順序分別是紐西蘭Auckland，澳洲Sydney，紐西蘭Wellington，澳洲Melbourne和Perth。

但是這個評比還有一項是City Infrastructure，就是所謂的城市便利性或者城市基礎架構，評比的範圍包括了electricity, water availability, telephone, mail, public transport, traffic congestion and airport。在這一項的排行中，新加坡居世界首位，隨之的是德國Munich，丹麥Copenhagen以及日本的Tsukuba和Yokohama。

根據Mr Parakatil 的表示：

“Infrastructure has a significant effect on the quality of living experienced by expatriates. Whilst often taken for granted when functioning to a high standard, a city’s infrastructure can generate severe hardship when it is lacking. Companies need to provide adequate allowances to compensate their international workers for these and other hardships.”

那根據MERCER網頁調查結果顯示，他們把這2009年排行榜上的名次做了個結論：

§ European cities dominate the top of the ranking

§ Vienna scores highest for overall quality of living, Baghdad the lowest

§ Singapore ranks top for city infrastructure; London ranks eighth

還有一個就是，基本上亞洲國家中嚴格上來說，華人地區基本上都沒在榜上，最好的北京也排名１１３。東南亞國家除了新加坡以外，基本上沒有一個進入前五十名。
